Environmental Refugees-To-Be (ERTB) are people who we can predict will be displaced because of environmental change. For instance, with climate foresight we can with some degree of certainty predict that the people of the Island nation of Tuvalu are environmental-refugees-to-be.
Indeed, as scientists and officials prepare for Draft of the 2006 Protocol on Environmental Refugees Discussion/Meeting on August 10-11, 2006 in Male, The Maldives, questions of exactly what resposibilities those of us in the wealthier, carbon-producing countries bear towards ERTBs are bound to be more and more loudly asked.
