The Western Climate Initiative -- formed by the US states of Washington, Oregon, California, Arizona, New Mexico and Utah, and the Canadian provinces of British Columbia and Manitoba -- has established an overall target for joint greenhouse gas emissions of 15 percent below 2005 levels by 2020. I haven't yet looked into how this figure rates relative to levels recommended for the US under the Kyoto agreement, or what scientists are recommending to avert the worst of climate disruption -- but according to this pretty detailed explanation over at Green Car Congress, the overall goals for reductions by 2040-50 look aggressive.
So now we've got the Western Climate Initiative, and the Regional Greenhouse Gas Initiative of northeast and mid-Atlantic states. C'mon, Midwest, join the party.
