Is free parking the cause of congestion? Is it rude to drive?


Two good videos:

1) Donald Shoup Plays With Parking Fees and Matchbox Cars and says that people driving around looking for free parking is a major cause of urban congestion.

2) Randy Cohen, the New York Times Magazine’s acclaimed “Ethicist,” lays out why driving a private car is an ethically questionable act and why policy mandates, not individual moral choice, is the only way we'll get rational transportation.
