1. You must have a defined territory.
2. You must have a permanent population.
3. You must have a government.
4. Your government must be capable of interacting with other states.
Though Paul does advise that "Once you’ve founded your micronation, you may want to join the League Of Micronations in lieu of acceptance into the UN; if nothing else, it’ll give you a social circle for bitching about the big boys."
This is cool. I wonder if Taiwan can do this. Or would commie China object. Why doesn't the USA recognize Taiwan then? It qualifies on all counts.
