Proposed Building Gives the City a "Certain Gesture"

"Doesn't that building look like it's giving a certain gesture to this historic area of Austin?" she asked as she was contemplating a scale model showing the building in relation to the surrounding area. The lego model will be shown at today's City Council meeting, where the council will hold a vote on giving the developer, CLB Partners, a variance for building a 400 foot structure in a lot currently limited to 120 feet in height. The picture is shot as if looking down Sixth Street to the West. I first wrote about this issue, here.

Austin, Draw the Line opposes the building as too tall for the area and created the model to make their point. They will present City Council over 900 letters from opponents of the structure. Members say the developer generated support from area business by saying there was no opposition, yet that was before residents were notified, according to Tim Flocos, who works on 15th Street. "We won at the planning commission," says Flocos, "But we were rebuffed by the developer when we tried to engage them in a discussion of making the building more appropriate for the neighborhood."

"They even got a waiver for a traffic study," says Ben Proctor, another resident who opposes the project because of its height. "So I did one." According to Proctor, an average of 2,700 cars per day go through the intersection at 27th & Rio Grande. He should know; he counted them for sixteen days over the past few weeks, from 6am to midnight.

"Height doesn't equal density," adds Smith. "The height of the Nokonah building (on 5th & West St.) provides 2/3 of the units as this building."

Area residents will make their case for appropriate growth at the City Council Meeting tonight.

i would like to follow worldchanging - austin but it is apparent to me that the local blogger is anti-city government. Will Wynn announces a major climate initiative last week that will make us one of the most aggressive cities in the US, but no news here. It seems that would apply, but i guess not. Instead we get stories about the possibility of a tall building being out of place.

i wonder how we became the envy of so many cities for our environmental standards? i guess it was in spite of our local leaders.

To create a physical model was truly brilliant. Until we can better articulate an ecology of urban design, the financial momentum behind projects which market themselves as green or sustainable will make them hard to resist; the dark side of present-moment urgency. But we know this much, and it's a start:

In a natural ecology, each living thing is related those around it, and lives or dies on the basis of those relations. In an urban ecology, every built thing must choose whether to strengthen or weaken the environment around it by its presence, and this visual model makes the present case quite clear. A building which works only to weaken or dismiss the urban fabric around it is not sustainable, no matter how many solar panels or low-watt bulbs or recyclable materials it may (or may not) use.

Whatever the outcome of the hearing this eve, Draw The Line may have found itself a wider mandate, a broader relationship to Austin all around it; and come what may of this single case, they may also have found themselves a compelling icon for future work.

The tag line at the top of this local addition reads, "Today's solutions for a greener, more livable Austin."

You lean towards the greener aspect. I've reported on the "more liveable" aspect. Urban Design and Planning are one aspect of a more liveable city, wouldn't you agree?

I've written two timely stories with angles that I don't think are being reported on elsewhere. Because they are about people who disagree with one decision by City Council does not make me, or World Changing Austin, "anti City Government". Friends can disagree.

What is the world is your City Council thinking allowing such a monstrosity to be built at 6th & Rio Grande. Austin should be building beautiful structures, not brandish, and doing everything to preserve Austin's old world charm. Tourist can go to N.Y. City and look at tall obnoxious buildings, but please not in Austin,Tx. Stop such grotisque growth! Save your historic areas and build beautiful!!!

How do we know most of those people listed are even from Austin?

And what isn't green or sustainable about a green-built high-rise in the City's Desired Development Zone that places hundreds of people in walking distance of jobs, Whole Foods, retail, restaurants and entertainment?

Chris,

I parsed the published list from the one provided to me by Austin, Draw the Line. Their list included addresses, which I deleted. While I did not go line item by line item, every address I saw was an Austin address.

You should be able to check the addresses yourself, as all the letters sent from the Austin, Draw the Line website went to the City and should be part of the public record, although I haven't checked.

The tag line for this local edition of World Changing is, "Today's solutions for a greener, more liveable Austin." The opponents of the building do not oppose it on the grounds of density; indeed Austin, Draw the Line's website is pro-density. They oppose it because they do not see the project as "liveable". Specifically, what they are against is:

1) a building so high, it needs a zoning variance
2) which it gets prior to an urban planning report by ROMA that will make recommendations
3) for which the city will pay $600,000
4) which they say will be money wasted because this building will set a precedent for high rise buildings of 400 feet in an area currently zoned for 120 feet.

The residents I spoke with contend the developer garnered the support of local businesses by telling them there was no opposition PRIOR to the neighborhood being notified. Once the residents found out about the project, they voiced their opposition.

The residents opposed to the project are saying they don't want the Historic Austin Neighborhood to become a city center with skyscrapers. They point out that the Nokonah on 5th & West is within the 120ft height restriction and it has 2/3 of the units as the proposed project on 7th & Rio Grande. Which proves, they say, you can have density without resorting to extreme height.

In effect, they're saying.

"Austin. We're not Houston."

Also, Houston isn't bad because it has high-rises, it's bad because of sprawl.

You're right; I was wrong. There are no addresses in the list I received from Austin, Draw the Line. I thought there was, but didn't double check it before writing the above comment.

Katherine Jones told me last Thursday that City Hall did receive the emails, however, the omission of an address would be a problem, I imagine. Which may, or may not, explain why these letters are not in the City's archives (which can be found here.)

As for the shades of meaning of why Houston has problems, sprawl is an issue, but if you've spent time around the city, you'll see high rises springing up in and near neighborhoods. It's that aspect of Houston I was referring to. Areas around the Galleria come to mind. In talking to Houstonians, I've learned about their zoning laws, or lack thereof, and the strength of the neighborhood associations as a result. It's this hodgepodge of development as a result of week zoning laws that I was referring when I wrote, "Austin. We're not Houston."
